Susan E. Milne is the owner and principle consultant for S.E. Milne & Associates, LLC. Susan holds both a Masters Degree in Social Work from Loyola University Chicago and a Masters Degree in Business Administration from Baldwin Wallace College in Ohio. She has over twenty five years administrative experience in health, government and social service organizations. Not only does her experience include the administration of complex, multi program, multi site, interdisciplinary organizations but also the planning, development and evaluation of programs and services.
Susan was instrumental in the development of a countywide centralized program for children 0-3 with or at risk of developmental delays or disabilities. She developed a comprehensive Family Resource Center for families at or below the poverty level, implemented an Adult Day Care Center for the frail and impaired elderly, and successfully administered a 14 county AIDS case management program funded by the Robert Wood Johnson Foundation.
She has developed an in-school intervention program for children with behavioral challenges that put them at risk for school suspension or expulsion, has developed a comprehensive case management, educational and parenting program for single mothers, and developed, implemented and managed programs to assist families and individuals impacted by homelessness, hunger and financial insecurity.
Additionally, Susan has been a Field Work instructor for Kent State University Human Development and Family Studies program, Akron University School of Social Work and the University of South Carolina School of Social Work, and a reviewer for the Council on Accreditation (an international, independent, not-for-profit, child- and family-service and behavioral healthcare accrediting organization) for four years.
Most recently, Susan served as the Human Service Planner/Facilitator for the Beaufort County Alliance for Human Services, a cross-system partnership among the not for profit, private, government, faith-based, education and health communities. The Alliance is dedicated to the development of systems of human services that promote and sustain the well-being of all community residents. As the Director, she was responsibe for implementing this Alliance concept rendering it operational and responsive to its Core Documents by:
Developing and organizing county-wide and regional strategies to respond to broad ranges of human service
needs in the various communities
Working with federal, state, county, civic, private, religious and voluntary organizations to plan effective
approaches to the delivery of human services
Planning and developing training and capacity building opportunities for human service providers
Promoting and supporting volunteer participation in planning and delivering human services
Establishing a process for sharing and linking data and information for comprehensive planning and service
delivery
Developing and implementing a broad-based community participation/input process as part of the human
service planning strategy
Creating evaluation tools to help determine the effectiveness of human service delivery
Researching, assessing, coordinating, compiling and maintaining information related to the county's human
service assets and needs
Coordinating and facilitating a Quality of Life Community Indicators project
Susan provided the newly formed Alliance for Human Services with necessary and appropriate leadership during the critical developmental period of this innovative and collaborative program.
Currently, Susan is a grant reviewer for U.S. Department of Health and Human Services, and is a member of and has participated in Evaluation Seminars through the American Evaluation Association, and is a member of the South Carolina Association of Non Profit Organizations.
Susan has been instrumental in facilitating a number of community partnerships and has provided grant funded program evaluations and grant writing services for nonprofit organizations.
